He noted that proposals must meet strict requirements, including clearly defined objectives, detailed feasibility studies, realistic timelines and accurate budget estimates.<\/p>\n<p><img \/><\/p>\n<p>\u200eHe further emphasized that projects will be assessed based on their contribution to operational readiness, improvement of working conditions for personnel, and enhancement of command, coordination, and health systems for troops and their families.<\/p>\n<p>\u200ePresenting the technical framework of the reform, the Secretary General of the Ministry of Defence, SA\u00cfD KAMSOULOUM, highlighted the shift from \u201cneeds management\u201d to \u201cinvestment governance.\u201d He noted that an internal review of 59 projects revealed structural constraints that make
