The outgoing commander handed over the command flag to Brigadier General Nka Val\u00e8re, who in turn entrusted it to Lieutenant Colonel Engoulou M\u00e9dard Maximilien Galil\u00e9e. Amid applause and cheers from family members, colleagues, friends, and current trainees of the institution, the newly appointed commander received the emblem, officially assuming his new responsibilities.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-medium wp-image-15736\" src=\"https:\/\/mindef.gov.cm\/wp-content\/uploads\/2026\/09\/COMCISA-11-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/> <img decoding=\"async\" class=\"alignnone size-medium wp-image-15748\" src=\"https:\/\/mindef.gov.cm\/wp-content\/uploads\/2026\/09\/COMCISA-3-200x300.jpg\" alt=\"\" width=\"200\" height=\"300\" \/><\/p>\n<p>Following the transfer of power, Brigadier General Nka Val\u00e8re formally presented Lieutenant Colonel Engoulou M\u00e9dard Maximilien Galil\u00e9e to the trainees as their new commander. In keeping with military tradition, the newly commissioned officer was then invited to take command of the troops assembled for the occasion.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-medium wp-image-15752\" src=\"https:\/\/mindef.gov.cm\/wp-content\/uploads\/2026\/09\/COMCISA-4-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/> <img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-15756\" src=\"https:\/\/mindef.gov.cm\/wp-content\/uploads\/2026\/09\/COMCISA-6-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>The ceremony concluded with family photographs and a convivial reception, bringing to a close a significant milestone in the leadership of the Centre for the Training of Military Specialists.<\/p>\n<p>A former student of Okola High School, Lieutenant Colonel Engoulou M\u00e9dard pursued higher education at the Faculty of Law and Political Science of the University of Yaound\u00e9 II-Soa, where he obtained a DEUG in Fundamental Law in 2004 before earning a Bachelor\u2019s Degree in Public Law.<\/p>\n<p>While continuing his university studies, he successfully passed the competitive entrance examination into the French Air Force Commissariat School. He subsequently underwent two years of military training at the 701 Airforce Base in Salon-de-Provence, France, while simultaneously obtaining a Master\u2019s Degree (Master 2) in Public Law from Paul C\u00e9zanne University of Aix-Marseille III.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-15760\" src=\"https:\/\/mindef.gov.cm\/wp-content\/uploads\/2026\/09\/COMCISA-6-1-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/> <img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-15764\" src=\"https:\/\/mindef.gov.cm\/wp-content\/uploads\/2026\/09\/COMCISA-7-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>Throughout his career, Lieutenant Colonel Engoulou has held numerous responsibilities within the Ministry of Defence, including serving as a research officer at the Military Secretariat, a position he occupied until his appointment as Commander of CISA.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-15768\" src=\"https:\/\/mindef.gov.cm\/wp-content\/uploads\/2026\/09\/COMCISA-8-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>His dedication and professionalism have earned him several honorary distinctions and decorations. Married and a father, Lieutenant Colonel Engoulou M\u00e9dard Maximilien Galil\u00e9e embodies a blend of academic excellence, strategic expertise, and unwavering commitment to the Cameroon Defence
