Background

   Formerly known as the Directorate of Central Services, between 1960 and 1964;

  The General Secretariat is placed under the authority of a Secretary General, a senior civil servant appointed by decree of the President of the Republic.

   Senior civil servants who have held this high office since its establishment:

  • Monsieur YAYA GARGA, 1964-1965 ;
  • Monsieur ISSA BAKARY, 1965 à 1966 ;
  • Monsieur BELLO BOUBA MAIGARI, 1966-1974 ;
  • Monsieur IBRAHIMA WADJIRI, 1974-1982 ;
  • Monsieur Michel MEVA’A MEBOUTOU, 1982-1989 ;
  • Monsieur Jean-Marie ALEOKOL, 1989-2005 ;
  • Monsieur AMADOU VINDJEDOU, 2005-2016 ;
  • Monsieur SAÏD KAMSOULOUM, from 2016 to date.

 

  Its current organization is governed by Decree No. 2001/177 of 25 July 2001 on the organization of the Ministry of Defense.

ORGANISATION OF THE GENERAL SECRETARIAT

The Secretariat General shall comprise:

  • the Mail service;
  • the Organisation and Methods Unit;
  • the Department of Administrative and Regulatory Affairs;
  • the Department of Budget and Equipment;
  • the Department of Military Lands and Infrastructure;
  • the Department of Human Resources;
  • the Department of Military Justice;
  • the Department of Military Health;
  • the Department of Sports, Cultural and Artistic Activities.

THE MAIL SERVICE

1°) Under the authority of a Service Head, assisted if need be by a deputy, the Mail Service shall be responsible for the processing of mail and keeping records.

 2°) The Mail Service shall comprise:

  • the Mail and Follow-up Bureau;
  • the Records Bureau.

THE ORGANISATION AND METHODS UNIT

The organisation and  functioning of the Organisation and Methods Unit shall be laid down by separate instruments.

THE DEPARTMENT OF ADMINISTRATIVE AND REGULATORY AFFAIRS

The Department of Administrative and Regulatory Affairs is in charge of :

  • general and administrative studies;
  • preliminary drafts of legislative and regulatory texts;
  • litigations;
  • pensions;
  • the social welfare of the Armed Forces;
  • matters relating to the functioning of the social welfare bodies of the Armed Forces and the National War Veterans, Ex-servicemen and War Victims’ Office;
  • the documentation and the Main Library of the Armed Forces and  Gendarmerie.

1°) The Department of Administrative and Regulatory Affairs is placed under the authority of a director, an officer appointed by decree of the President of the Republic, and assisted if need be, by a deputy director, officer or civil servant appointed by order of the President of the Republic.The Director of Administrative and Regulatory Affairs shall have under his authority ,Research Officers and Assistant Research Officers , officers or civil servants appointed by order of the President of the Republic.

2°) The Director of Administrative and Regulatory Affairs may receive by order of the Minister in charge of Defence, delegation of signature for certain matters within his competence.

 3°) The ranks and prerogatives of the officers referred to in paragraph 1 above shall be laid down by separate instruments.

The Department of Administrative and Regulatory Affairs  shall comprise:

  • the Secretariat ;
  •  the Means Bureau;
  • the Stores Bureau;
  • the Data-Processing Service ;
  • the Studies and Regulations Service;
  • the Litigation Service;
  • the Pensions service;
  • the Social Welfare and Schools Central Service;
  • the Documentation and Central Library of the Armed Forces and Gendarmerie.

DEPARTMENT OF BUDGET AND EQUIPMENT

The Department of Budget and Equipment is in charge of:

  • preparing the recurrent budget and following up its execution;
  • preparing the public investment budget and following up its execution ;
  • providing the Army with major equipment in conjunction with the National Gendarmerie, the Defence staff and the Headquarters of  each Branch of the Armed Forces;
  • following up the execution of army equipment programmes and preparing reports on their execution;
  • supporting the services of the central administration ;
  •  Armed Forces stores;
  • problems relating to the transport of equipment and transit.

1°) The Department Budget and Equipment shall be placed under the authority of a director, an officer appointed by decree of the President of the Republic, assisted by a deputy director, officer or civil servant appointed by Order of the President of the Republic. The Director of the Budget and Equipment has research officers and assistant research officers, if need be, officers or civil servants appointed by order of the President of the Republic.

2°) The Director of the Budget and Equipment may receive by order of the Minister in charge of  Defence, delegation of signature for certain matters within his competence.

3°) The ranks and prerogatives of the officers referred to in paragraph 1 above shall be laid down by separate instruments.

The Department of Budget and Equipment shall comprise :

  • the Secretariat ;
  • the Means Bureau;
  • the Stores Bureau;
  • the Budget Execution Control Brigade;
  • the Data-Processing Service ;
  • the Budget Preparation Service;
  • the Budget Execution Service;
  • the Contracts Service.

THE DEPARTMENT OF MILITARY LANDS AND INFRASTRUCTURE

The Department of Military Lands and Infrastructure is in charge of:

  • identifying, acquiring, registering and monitoring of military lands;
  • technical studies, programming and planning of  army and gendarmerie infrastructure  work in conjunction with the various headquarters;
  • preparing instructions on the standardisation of the construction of military barracks;
  • the technical control of infrastructure work done by enterprises or public corporations in conjunction with specialised services of the Army and  Gendarmerie;
  • investigating and following up  litigations concerning infrastructure work in conjunction with the Department  of Administrative and Regulatory Affairs and the Department of Budget and Equipment;
  • managing real estate (houses and government office buildings) under contract as well as State lands in conjunction with the Ministry of Housing and  Urban Development;
  • supervising and controlling  water and electricity consumption.

1°) The Department of Military Lands and Infrastructure shall be placed under the authority of a director, an officer appointed by decree of the President of the Republic  assisted ,if need be , by a deputy director, an officer or civil servant appointed by order of the President of the Republic.

2°) The Director of Military Lands and Infrastructure may receive  by order of the Minister in charge of Defence, delegation of signature for matters within his area of competence.

3°) The ranks and prerogatives of the officers mentioned in  paragraph (1)  above shall be laid down by separate instruments.

The Department of Military Lands and Infrastructure shall comprise:

  • the Secretariat;
  • the Means Bureau;
  • the Barracks Bureau of the Ministry of Defence;
  • the Stores Bureau;
  • the Control and Works Follow-up Brigade;
  • the Data-Processing Service ;
  • the Technical Studies Service;
  • the Infrastructure service;
  • the Military Lands Service;

THE DEPARTMENT OF HUMAN RESOURCES

  • The Department of Human Resources shall be in charge of managing the military and civilian personnel of the Gendarmerie and the Army. In this capacity and in conjunction with the competent services of the Gendarmerie, the Defence staff, the Army Staff, the Air force Staff, the Navy Staff and the command of the National Fire Brigade, it shall be in charge of :

– general recruitment problems;

– relations with the Ministry of the Public Service and Administrative Reform;

– mobilisation problems;

– keeping of the National Defence Card-index;

– following up the initial training and continuing training of servicemen.

1°) The Department of Human Resources is shall be placed under the authority of a director, an officer appointed by decree of the President of the Republic, assisted if need be, by a deputy , an officer or civil servant appointed by order of the President of the Republic. The Director of Human Resources shall have under his authority, Research Officers and Assistant Research Officers, officers or civil servants appointed by order of the President of the Republic.

2°) The Director of Human Resources may receive by order of the Minister Delegate in charge of Defence, delegation of signature for certain matters his

The Department Human Resources shall comprise:

  •  the secretariat;
  • the Stores Bureau;
  • the Means Bureau;
  • the Initial and Continuing Training Follow-up Bureau;
  • the Data-Processing Service ;
  • the National Reserve Recruitment Card- index recruitmentand Mobilisation Service;
  • the Counselling  and Orientation Service;
  • the Personnel Postings and Transfer Service;
  • the Chancellery Service;

THE DEPARTMENT OF MILITARY JUSTICE

The Department of Military Justice shall be  in charge of :

  • matters relating to the organisation and functioning of military courts;
  • following up the professional training of Military Legal Officers as well as their management in conjunction with the Department of  Human Resources, the Gendarmerie and Defence Headquarters ;
  • preparating decisions and notices relating to prosecution;
  • distributing prosecution, cessation of prosecution and sentence notices in the gendarmerie, the Defence staff and the services concerned;
  • controlling remands in custody and enforcement of sentences;
  • preparing  files for appeals for pardon and release on parole;
  • liaising with the various ministries concerned with the functioning of military justice.

1°) The Department of Military Justice shall be placed under the authority of a director, an officer who shall be a Legal and Judicial Officer or a civilian Legal and Judicial Officer appointed by order of the President of the Republic, assisted , if need be,by a deputy director who shall be an officer,Legal and Judicial Officer appointed by order of the President of the Republic.

2°) The Director of Military Justice may receive by order of the Minister in charge of Defence, delegation of signature for certain matters within his competence.

3°) The ranks and prerogatives of the officers referred to in paragraph 1 above shall be laid down by separate instruments

The Department of Military Justice shall comprise :

– the Secretariat;

– the Means Bureau;

– the Stores Bureau;

– the Data-Processing Service;

– the Legal and Penitentiary Affairs Service;

– the Studies, Legal Documentation and Library Service;

– the Administrative Affairs, Military Legal and Judicial Officers and the Military and Civilian Legal Personnel Service.

DEPARTMENT OF MILITARY HEALTH

The Department of Military Health shall be in charge of :

– developing and promoting military health;

– defining  the criteria for fitness to serve in the Armed Forces;

– defining the hygiene and prophylaxy policy in the Armed Forces ;

– defining the treatment policy for armed forces personnel and their   families;

– food hygiene;

– prevention policy and the control of pandemic diseases;

– pharmaceutical supplies and specific equipment;

– technical support to units and operational health institutions;

– studies concerning the protection of armed forces personnel against  nuclear, chemical and bacteriological war;

– examining health reports;

– defining medical research policy in the Armed Forces;

– following up the technical training of military health personnel;

– administrative and technical supervision of military establishments

– first aid training.

1°) The Department of Military Health shall be placed under the authority of a director ,an officer who shall be a medical officer appointed by decree of the President of the Republic ,assisted if need be , by a deputy ,an officer who shall be a military or civilian medical officer appointed by order of the President of the Republic.

The Director of Military Health shall have under his authority, Research Officers  and Assistant Research Officers who shall be military or civilian medical officers  appointed by order of the President of the Republic

2°) The Director of Military Health may receive by order of the Minister in charge of Defence, delegation of signature for certain matters  within his of competence.

3°) The ranks and prerogatives of the officers referred to in paragraph 1 above shall be laid down by separate instruments.

The Department of Military Health comprises of:

– the secretariat;

– the Means Bureau;

– the Stores Bureau;

– the Continuous Training Follow-up Bureau;

– the Military Health Research Promotion Bureau;

– the the Data-Processing Service;

– the Procurement and Hospital Medicine Service;

– the Supplies and Maintenance Service;

– the Pandemic Diseases Control Service;

– the Communication Service.

THE DEPARTMENT OF SPORTS, CULTURAL AND ARTISTIC ACTIVITIES

The Department of Sports, Cultural and Artistic Activities shall in conjunction with the competent services of the Gendarmerie, the Defence Staff, the Army Staff, Air force Staff and Navy Staff be in charge of :

– conceiving and preparing the policy and promotion of sports in the Gendarmerie and Armed Forces;

– planning and following up the construction of sports facilities;

– planning and preparing policy for the promotion of sports and cultural activities in the Gendarmerie and the Armed Forces;

– developing and promoting  gendarmerie and armed forces music;

– following up the technical training and guidance of personnel;

– liaising with national and international sports and cultural organisations.

1°) The Department of Sports, Cultural and Artistic Activities shall be placed placed under the authority of a director, an officer appointed by decree of the President of the Republic , assisted if need be ,by a deputy , an officer or civil servant appointed by order of the  President of the Republic.

2°) The Director of Sports, Cultural and Artistic Activities may receive, by order of the Minister in charge of Defence, delegation of signature for certain matters within his competence.

3°) The ranks and prerogatives of the officers referred to in paragraph 1 above shall be laid down by separate instruments.

The Department of Sports, Cultural and Artistic Activities shall comprise :
