Faut-il le rappeler, l\u2019un des principaux objectifs que vise ce Programme r\u00e9vis\u00e9 en 2005 consiste, s\u2019agissant du volet \u00ab Modernisation de l\u2019Administration Publique \u00bb, \u00e0 instaurer une Administration Publique performante, citoyenne et v\u00e9ritablement au service de l\u2019usager. Il s\u2019int\u00e8gre de fa\u00e7on harmonieuse \u00e0 la strat\u00e9gie de d\u00e9veloppement \u00e9conomique et social du Cameroun \u00e0 l\u2019horizon 2035 dont le Document de Strat\u00e9gie pour la Croissance et l\u2019Emploi (DSCE) et la Strat\u00e9gie Nationale de D\u00e9veloppement 2020 \u2013 2030 (SND30) constituent des cadres de r\u00e9f\u00e9rence.<\/span><\/p>\n

En mettant \u00e0 disposition ce Manuel de Proc\u00e9dures Administratives, le Minist\u00e8re de la D\u00e9fense (MINDEF) entend am\u00e9liorer le service rendu aux usagers, \u00e0 travers une vulgarisation des principes de gestion administrative qui prennent en compte les sp\u00e9cificit\u00e9s des diff\u00e9rents corps m\u00e9tiers participant \u00e0 l\u2019accomplissement de ses missions.<\/span><\/p>\n

Il s\u2019agit, au travers de cette d\u00e9marche manag\u00e9riale, de traduire dans les faits les hautes instructions du Premier Ministre, Chef du Gouvernement, contenues dans l\u2019Instruction n\u00b0 003\/CAB\/PM du 24 janvier 2001, qui prescrit aux Chefs de d\u00e9partements minist\u00e9riels la rationalisation des d\u00e9lais et proc\u00e9dures de traitement des dossiers dans les services publics, ainsi que l\u2019am\u00e9lioration de l\u2019information mise \u00e0 la disposition des usagers.<\/span><\/p>\n

Dans cette perspective, notre v\u0153u est que le pr\u00e9sent Manuel puisse permettre \u00e0 nos collaborateurs et \u00e0 l\u2019ensemble des personnels en service au MINDEF d\u2019\u00eatre clairement inform\u00e9s et \u00e9difi\u00e9s sur les proc\u00e9dures en vigueur et de disposer d\u2019un cadre de r\u00e9f\u00e9rence pour le traitement des dossiers du personnel.<\/span><\/p>\n

Puisse ce Manuel de Proc\u00e9dures Administratives du Minist\u00e8re de la D\u00e9fense contribuer \u00e0 l\u2019am\u00e9lioration de la gouvernance de notre d\u00e9partement minist\u00e9riel et \u00e0 combattre les d\u00e9rives. \/-<\/span><\/p>\n
