The distinction, conferred on an exceptional basis following a presidential decree signed on March 3, 2026, honoured Lieutenant-Colonel Stéphane Cotte, Lieutenant-Colonel Stephan Lepouriel, and Senior Warrant Officer Fabrice Roussel at the end of their mission in Cameroon.

Over several years, the three officers made significant contributions to strengthening military cooperation between Cameroon and France through the training of Cameroonian forces and the conduct of joint military exercises. Their efforts helped enhance the operational capabilities and professional skills of the Defence Forces.

Speaking during the ceremony, Minister Beti Assomo Joseph praised their expertise, dedication, and spirit of camaraderie. He highlighted their respective contributions to military engineering, the modernization of the National Fire Fighters Corps and the promotion of professionalism within the ranks of the Non-commissioned Officer. Conveying the congratulations of the President of the Republic, he described the event as a symbol of friendship and strong defence ties between the two nations.
