The initiative, presided over by the Minister Delegate at the Presidency in charge of Defence, Beti Assomo Joseph, is part of broader government reforms aimed at improving the governance, efficiency and accountability of public investments within the defence sector.


In his address, the Minister stressed that the commission will serve as a strategic decision-making body responsible for ensuring that all defence investment projects are rigorously evaluated before funding approval. He noted that proposals must meet strict requirements, including clearly defined objectives, detailed feasibility studies, realistic timelines and accurate budget estimates.

He further emphasized that projects will be assessed based on their contribution to operational readiness, improvement of working conditions for personnel, and enhancement of command, coordination, and health systems for troops and their families.
Presenting the technical framework of the reform, the Secretary General of the Ministry of Defence, SAÏD KAMSOULOUM, highlighted the shift from “needs management” to “investment governance.” He noted that an internal review of 59 projects revealed structural constraints that make prioritization essential under limited resources.


The session ended with a renewed commitment to strengthening project maturation mechanisms to ensure more efficient and impactful public investment outcomes.
