The Minister Delegate at the Presidency in charge of Defence, Beti Assomo Joseph alongside his counterpart of the Ministry of Public Services and Administrative Reforms, Joseph Le on Thursday November 9, 2023 at the Hall of Acts of the Ministry of Defence presided over the official hand over of administrative procedure and human resource manuals, coupled with the launching of the website of the Ministry of Defence.
The aim of this dual ceremony was to highlight the importance of these manuals in enhancing the efficiency and effectiveness of administrative procedures and human resources within the Ministry of Defence and also to emerge the Ministry of Defence into the digital world.
Speaking during the presentation of the website project of the Ministry of Defence, the Head of Organisational and Methods department, Lieutenant Commander, Abanda Minkada Jean-Jacques elaborated that, the website of the Ministry of Defence (www.mindef.gov.cm) will offer a wide range of services that will help to centralize the information of the Ministry of Defence.
He also added that the website is constituted eight sub-sites with the main site to be managed by the Communication Division (DIVCOM). It provides a centralized platform where the defence personnel can access and share information in order to improve communication callaboration among the different units within the Defence Forces.
The website of the Ministry of Defence also consists of a menu that is a press hall, youtube, media-tech, podcast activities of the Ministry of Defence and archives of the past activities. The website of the Ministry of Defence is designed with rebust security measures to ensure that only authorized personnel of the Ministry of Defence can access and share data and this will help in maintaining confidentiality and preventing unauthorized access. It should be recalled that, this project started since 2008 but due to certain upheavals the had to delay. It should also be recalled that the website is bilingual and its main mission is to pass on information to the public and also to integrate the Ministry of Defence in all the platforms that is Youtube, Twitter, Facebook etc.
After the brief presentation of the website project, the dual ceremony continued with the handing over of the administrative procedure and human resource management reform to the Minister Delegate at the Presidency in charge of Defence by the Minister of Public Services and Administrative Reform, Joseph Le who expressed his feeling on the work carrried out by the stakeholders of the Ministry of Defence and that of the Public Services and Administrative Reform for ensuring the satisfaction of the personnel of the Ministry of Defence and the performance of every government service. These reforms are essential tools which are divided into parts that is administrative manual which is comprised of 135 procedures and the human resource management manual which is comprised of 176 procedures.
These porcedure manuals both in French and in English will help in promoting the transperency in public services, the fight against corruption and the quality of service rendered to the users placed under the authority of the Ministry of Defence.
Minister Beti Assomo Joseph on his part congratulated the stakeholders of both ministries for drafting the administrative procedure and human resource management manuals and also for working hand in glove to achieve this task. He also reiterated that for several years the government have been engaged in the major project of administrative reform and continuous improvements in the public service to give a new image to public service so as to make more accessible, visible, secure, vigorious and more transparent capable of combating curruption and contributing in the improvement in the business environment in Cameroon.
He also added that, the main purpose of these manuals is to guarantee the tracibility of procedures and to ensure that files are handled quickly void of impartially.
He added that, this administrative procedure falls in line with the 2001 reforms by the Head of State, Commander-in-Chief of the Armed Forces to modernize the defence status.
