He was appointed to this position by presidential decree No. 2026/264 of 3 August 2026, and also promoted to the rank of Brigadier General after 33 years of military service. He took over from Brigadier General BITOTE André Patrice, who held this position until his appointment to EIFORCES in 2018.
Before his appointment, Brigadier General ELOUNDOU E. Mesmin Magloire Aristide was the Deputy Director General of the Directorate-General for External Research (DGRE/A), a position he held for three years.
In his address, the SED/CGN (Secretary of State to the Minister Defence in charge of the National Gendarmerie) presented the promotee as a man of duty with an eloquent record of service. He stated that this double distinction bestowed upon the General reflects the Very High Confidence of the Head of State, Commander-in-Chief of the Armed Forces, in this valiant Gendarme whose professional career is particularly meritorious.
After highly commending the new head of the DCAL/GN, Galax Etoga outlined the various challenges ahead, namely: providing operational support, modernizing military capabilities and improving the living and working conditions of the personnel.
He equally stressed on a methodical preparation of security coverage for the legislative and municipal elections to take place in a few months, as well as the proper execution of the Ndjoré Agro-Industrial and Aquacultural Project, which he values greatly.
The ceremony ended in a warm and friendly atmosphere with a reception offered by the High Command.
